Microsoft Excel is a software known for its calculation, graphing tools, and data analysis capabilities. It is also capable of contributing significantly to hot spot policing. With Excel, law enforcement agencies can analyze in detail comprehensive data on past crimes, including their nature and locations. This analysis serves as the foundation for forecasting crime hot spots.
Two theories are central to crime forecasting - population heterogeneity and state dependence. Population heterogeneity refers to specific locations' inherent characteristics, rendering them more prone to crime. This theory aids in the identification of persistent 'crime hot spots.'
Microsoft Excel's ability to manage vast datasets and visually represent crime patterns through features like pivot tables and trend lines proves indispensable here.
On the other hand, state dependence proposes that the occurrence of a crime elevates the likelihood of subsequent crimes in the same vicinity, especially in the short term. Research by YongJei Lee, SooHyun O, and John E. Eck in 2017 examined the efficacy of Microsoft Excel in hot spots policing. The Portland Police Bureau in Oregon employed Microsoft Excel in an innovative capacity to leverage its robust functionality to forecast crime hot spots based on calls-for-service (CFS) data from March 1, 2012, to February 28, 2017.
The law enforcement agency developed a forecasting algorithm in Excel that integrated the criminological theories of population heterogeneity and state dependence. These theories were vital in interpreting the CFS data to identify both persistent and transient crime hot spots precisely. The algorithm, therefore, analyzed historical crime data in line with these theories to project future crime hot spots.
The efficiency of the algorithm was evaluated by comparing forecasted hot spots with actual crime locations. Remarkably, the algorithm exhibited high accuracy, predicting 72 to 74 percent of hot spot locations correctly. Moreover, these forecasted locations accounted for a substantial majority, between 91 to 92.5 percent, of crimes that occurred in actual hot spots.
Thus, this case study provides compelling evidence of the utility of Microsoft Excel in hot spots policing. By harnessing the power of an accessible platform such as Excel, the Portland Police Bureau was able to transform theoretical knowledge into actionable intelligence that significantly impacted their crime prevention strategies.
